Tasks Municipal Council

The Minister of Municipal Affairs, Engineer Walid Al-Masry, issued a list of the tasks and duties of the heads of local councils and their members, based on the provisions of Articles No. (4,6,8) of Municipal Law No. (41) of 2015 and its amendments.

With reference to the Regulation on the Rights of Chairmen and Members of Municipal Councils and Local Councils No. (81) of 2017 and the System of Accountability of Chairmen and Members of Municipal Councils and Local Councils No. (82) of 2017, as follows:

  1.  The head of the local council sets a weekly date for the council meeting to implement the tasks assigned to the council and assigns the district director and its administrative body to implement the decisions of the local council.
  2. The head of the local council shall notify the mayor of any employee who fails to perform his duties or any employee who commits violations in order to take legal measures against him.
  3. The head of the local council is committed to official working hours in an office designated for him.
  4. The head of the local council is not allocated his own car, and he has the right to use municipal cars for official work purposes.
  5. The local council has the authority to appoint its secretary.
  6. Local council decisions that do not need to be approved or submitted to the municipal council are considered effective from the date of their issuance.
  7. Within the boundaries of its organizational area, the local council is considered a local organizing committee, and the head of the local council is the head of the local organizing committee, and he must send a copy of his decisions to the mayor. In the event that the president objects to any of the decisions and the local committee insists on them, the dispute is referred to the district committee to take an appropriate decision.
  8. If the local council, in its capacity as a local organizing committee, agrees to grant a proposed or existing building permit or grant or renew an occupancy permit, it will not be issued until the mayor is informed of the decision.
  9. The local council, in its capacity as a local organizing committee, exercises all powers related to organizational and construction affairs, including issuing building licenses and occupancy permits. It is prohibited from issuing licenses for existing and proposed buildings outside the boundaries of the council’s organization.
  10. The local council, as a local organizing committee, holds a maximum of four sessions per month.
  11. The head of the local council, through the district director and employees, is responsible for monitoring construction within the boundaries of the local council’s organization and sending notifications to any violating construction.
  12. The head of the local council is responsible for directing correspondence related to the local council to the municipal council or its president, as well as representing the local council before the municipal council and official bodies in meetings and conferences.
  13. Any communication from the head of the local council to any party must be through the mayor.
  14. Any communication on behalf of the local council shall not be made except through its president.
  15. The local council shall prepare its annual sub-budget and submit it to the municipal council to proceed with the procedures for approving and approving it in accordance with the provisions of the law.
